Ms. Rincon joined the firm in September 2026 as an Of Counsel attorney in the Houston office. Ms. Rincon’s practice focuses on representing and advising Texas public school districts in a wide range of legal, personnel, grievance, and operational matters that arise in public education. Ms. Rincon’s experience results from her three decades of work in education, human resources, and law.

Ms. Rincon graduated from Texas A&M University in 1991. After graduation, she worked as a bilingual teacher in the Houston area. Ms. Rincon then graduated from the University of Michigan Law School in 1996 and began working for the National Labor Relations Board in Chicago, Illinois. Ms. Rincon practiced labor and employment law in the Houston area before returning to the education field where she subsequently served the students of Alief ISD, CyFair ISD, and Fort Bend ISD in increasingly senior instructional, administrative, human resources, and legal leadership roles. Ms. Rincon also served the students of Fort Worth ISD for seven years as Chief of Human Capital Management and then as Chief Legal Officer.

As a school attorney, Ms. Rincon regularly represents and advises district administrators in employee grievance proceedings and works closely with school leaders to develop sound solutions that are also practical to implement. Ms. Rincon’s experience on both sides of the attorney-client relationship allows her to understand not only the legal risks facing a district, but also the operational, employee-relations, and governance considerations that often drive difficult decisions.

Ms. Rincon is also a frequent presenter on education and employment law and has provided training to school board members, superintendents, human resources professionals, administrators, and other education professionals at state, regional, and local conferences and professional development programs. Her presentations emphasize practical application of the law and equip school leaders to recognize legal issues, manage risk, and make effective decisions in an increasingly complex public education environment.

When she isn’t working, Ms. Rincon enjoys spending time with her husband, Carlos, and their son, Cein. A proud Aggie and Michigan Law graduate, Ms. Rincon is an enthusiastic college football fan and also faithfully roots for the Dallas Cowboys.
