MEET ELLEN

Ms. Spalding is a partner in the Houston office. Ms. Spalding served as the 2016 Chair of the School Law Section for the State Bar of Texas and served as the Chair of the Texas Council of School Law Attorneys in 2015. During her legal career, Ms. Spalding has represented school districts and charter schools across Texas in all matters of school consulting including open government, employment, student matters, procurement and contract negotiations, elections, and litigation. Ms. Spalding has also represented private and public entities in all aspects of employment law including counseling, investigations, and litigation. Ms. Spalding regularly advises school boards and school administrations in governance and policy development matters. Ms. Spalding also works with charter schools in many aspects of charter school operations including applications and amendments, employee and student operations, TEA investigations and sanctions, and governance.

Ms. Spalding began her legal career in 1999 as an associate at McGinnis, Lochridge, & Kilgore, where she became a partner in 2006. Ms. Spalding previously practiced for 11 years at Rogers, Morris & Grover, LLP. Ms. Spalding is a frequent speaker at conferences and regularly provides trainings to clients, with a focus on matters related to employment, civil rights, students, open government, and charter schools.

Ms. Spalding has been designated by Texas Monthly Magazine as a Super Lawyer in School Law in 2018, 2017, 2016, 2015, and 2014 and as a Rising Star in 2007-2014 and 2004-2005.
